中文版政府文件翻译而成的英文版政府文件中，如果按照逐字翻译，会发现许多形容词与副词，在这种情况下，这些形容词与副词无法起到强调作用，反而有可能会弱化句子效果（谓之Clichés），因此需要尽量去掉。
