社会保险制度（social insurance system）。指由国家依法建立的，使劳动者在年老、患病、伤残、生育和失业时，能够从社会获得物质帮助的制度。

社会保险制度这个是大家都比较熟知的制度啦，包括五险一金：基本养老保险（pension/endowment insurance）、医疗保险（medical insurance）、失业保险（unemployment insurance）、工伤保险（work-related injury insurance）和生育保险（maternity insurance）及住房公积金（housing provident fund）。现在国家正在合并生育险与医保，但是生育保险并不存在取消的问题，而是在管理层面上将这两项保险合并实施。这两项保险合并“遵循保留险种、保障待遇、统一管理、降低成本的总体思路，推进两项保险合并实施”。

社会福利制度（social welfare system）。广义上与社会保障同义，狭义上指由国家或社会在法律和政策范围内向全体公民普遍地提供资金帮助和优化服务的社会性制度。从福利的角度来看，构建公平的社会分配体系要切实注意两点：1.发展以扶老、助残、济困（disadvantaged groups）为重点的社会福利，为人民福利建立一道保障网；2.取消“垄断福利”，确保公平分配。

社会救济制度（social relief system）。指国家通过国民收入的再分配对因自然灾害或其他经济、社会原因而无法维持最低生活水平的社会成员给予救助，以保障其最低生活水平的制度。
